He is the Chief of the Western Shoshone nation, a band of Shoshone tribes which lays claim to Nevada, and large sections of California and Utah. Chief Yowell's people were forced from the land now used as the Nevada test site, in the 1940s when the military first laid claim to it.
The Western Shoshone argues that it never signed over land rights to the US government - only access rights, enabling settlers to get across Nevada into California to chase the gold rush. The Western Shoshone fought a bitter legal battle against the government which it lost sometime during the 70s or 80s.
Chief Yowell harbours deep resement over what the atomic testing at the Nevada test site has done to the land there, and claims that the environment will never recover. Government officials that I spoke to refuse to comment publicly on the matter.
